Well, as the name says the meaning it is all about review, I mean review can be in the format of resource too or you can just submit any kind of resources here, Resources are he very nice and demanded even resource can give you very nice earning but the condition is that it should be your in your words not copy paste.
And yes! there is no any condition of country at all, You can submit article regarding any country.
